<suppInfo>The DFIRM Database consists of community based vector files and associated attributes produced in conjunction with the hard copy FEMA FIRM. The published effective FIRM and DFIRM maps are issued as the official designation of the SFHAs. As such they are adopted by local communities and form the basis for administration of the NFIP. For these purposes they are authoritative. Provisions exist in the regulations for public review, appeals and corrections of the flood risk information shown to better match real world conditions. As with any engineering analysis of this type, variation from the estimated flood heights and floodplain boundaries is possible. Details of FEMA's requirements for the FIS and flood mapping process that produces these data are available in the Guidelines and Specifications for Flood Hazard Mapping Partners. Attribute accuracy was tested by manual comparison of source graphics with hardcopy plots and a symbolized display on an interactive computer graphic system. Independent quality control testing of FEMA's DFIRM database was also performed. To obtain more detailed information in areas where Base Flood Elevations (BFEs) and/or floodways have been determined, users are encouraged to consult the Flood Profiles and Floodway Data and/or Summary of Stillwater Elevations tables contained within the FIS report that accompanies this DFIRM database. Users should be aware that BFEs shown in the S_BFE table represent rounded whole-foot elevations. These BFEs are intended for flood insurance rating purposes only and should not be used as the sole source of flood elevation information. Accordingly, flood elevation data presented in the FIS report, unless the county determines a higher elevation is necessary, must be used in conjunction with the FIRM for purposes of construction and/or floodplain management. The 1-percent-annual-chance water-surface elevations shown in the S_XS table match the regulatory elevations shown in the FIS report.

When FEMA revises an FIS, adjacent studies are checked to ensure agreement between flood elevations at the boundaries. Likewise flood elevations at the confluence of streams studied independently are checked to ensure agreement at the confluence. The FIRM and the FIS are developed together and care is taken to ensure that the elevations and other features shown on the flood profiles in the FIS agree with the information shown on the FIRM. However, the elevations as shown on the FIRM are rounded whole-foot elevations. They must be shown so that a profile recreated from the elevations on the FIRM will match the FIS profiles within one half of one foot.
Data contained in the DFIRM Database files reflect the content of the source materials. Features may have been eliminated or generalized on the source graphic, due to scale and legibility constraints. With new mapping, FEMA plans to maintain full detail in the spatial data it produces. However, older information is often transferred from existing maps where some generalization has taken place. Flood risk data are developed for communities participating in the NFIP for use in insurance rating and for floodplain management. Flood hazard areas are determined using statistical analyses of records of river flow, storm tides, and rainfall; information obtained through consultation with the communities; floodplain topographic surveys; and hydrological and hydraulic analysis. Both detailed and approximate analyses are employed. Generally, detailed analyses are used to generate flood risk data only for developed or developing areas of communities. For areas where little or no development is expected to occur, FEMA uses approximate analyses to generate flood risk data. Typically, only drainage areas that are greater than one square mile are studied.</suppInfo>

A Legal Area Description is the basic or elemental spatial building block that provides the structure for the delineation of parcels of land or water. A parcel of land or water is a portion of land identified for purpose of ownership, encumbrance, taxation or governmental administration, and whose area is defined by a legal description. A legal description is a description of real property by government or private survey or by metes and bounds.

This is an ArcInfo polygon coverage that identifies survey lines in Pierce County as part of the Pierce County Assessor-Treasurer parcel project. This coverage is contained in the parcel library, and is accessed at a section or quarter section level. This coverage was digitized at 1:100 scale in urban areas, and at 1"=100' or 1"=400' scale in rural areas, by an outside vendor using Assessor-Treasurer paper tax assessment maps.

This is an Arc/Info line and polygon coverage that identifies the Pierce County boundary, shorelines, federal areas, municipalities, and city boundaries. It was created by Pierce County Planning and Land Services by snapping arcs from /com/addcov, /com/hydro_dnr, and /com/rails; the remaining arcs that comprise the boundaries are eyeball estimates from /com/rtsqq (which is itself a graphically estimated coverage). The scale is 1:24,000, and the source data is the 1990 TIGER/Line Files.

This coverage shows all city parks, county parks and golf course in Pierce County. It is based to the Assessor-Treasurer's tax parcel layer. It was generated out of the tax parcel layer by choosing municipal and county exempt codes to create public lands. A variety of other map sources were used to identify parks and golf courses. These sources include The "County Road Atlas, 1997 Thomas Brothers Guide and a coverage by the Pierce County Public Works Department. It should be noted that this coverage has not been verified by the Parks Department.

This theme was created as part of a Pierce County Water Programs project. The Planimetrics-Airports data is only part of the planimetric data created. Planimetric data was only collected in the project area, which is in the Parkland/Spanaway area and on the south half of the Gig Harbor Peninsula including only part of the City of Gig Harbor. The Planimetrics-Airports data was compiled (stereo-digitized) directly from the low altitude 1"=660' aerial photography. This data combines lines features such as taxi strips, runways, and aircraft parking areas.

Geodetic data comprise the results of geodetic surveys to determine among other things, latitude, longitude, height, scale, and orientation control. The NGS final product is the geodetic data sheet. Geodetic data sheets are comprehensive summaries of all the published information for a given geodetic reference point, including: the geographic position and/or height based on the current reference datum, condition of the survey mark when it was last visited, a description of where the point is located and how to reach it, and an explanation of the terms used in the data sheet.

This arc theme shows rivers, perimeters of ponds, lakes and other water bodies. This arc theme is a highly accurate hydrology theme that uses a combination of Orthophotography, the GPS'ed Drainage Inventory, 2' and 5' contour data and LIDAR. These sources were used to create a more accurate hydrology data for mapping and analysis. Each source serves a different purpose and has different levels of spatial accuracy. The Department of Fish and Wildlife (DFW) Streams were used as a back cover and the key attributes were retained. DFW Streams are also used for determining routing. After digitizing was completed the lower quality DNR streams were edge matched to this higher quality hydrology layer in Easter Pierce County around Mount Rainier. Please note that the arcs are complete. Attribution is still being worked on.
