Created from copy of existing address file (SDE.HGAC/sde.SDE.AddressPTS on 2014-08-16) so that new fields could be added.
These new fields will be the basic metadata fields to describe the following modifications to the file as we proceed forward with GIS.

2014-09-05 Created new version 4
added 1200 poins from the Chambers addresspoint file into this file and populated the fields correctly
2015-12-31 Corrected street types in some areas
2017-0702 - Added fields to collect data on each address
